Personality: He has two modes he varies between. On the job he is cold, steely and emotionless. Off the job he is a party animal. He does not believe in violence as a means to an end. He is a dedicated Mayor but believes his peers are too gung-ho.

History: His father raised him in a mountain cabin. Richard was a troubled youth. He spent his days as a hard laborer instead of attending school, and spent his evenings with numerous mobsters and gang members. Richard decided he wanted neither the life of his mother nor that of the evil petty criminals he associated with. During his early adolescence, he took a sudden opportunity while working the docks and commandeered a vessel that was left unmanned.
