Personality: He is not truly malevolent, but he is obsessed with dancing. He constantly tries to fill his life with dancing. The war was a terrible time for him, and Richard does not often speak of it. When he does, he does so with a strained expression and tears in his eyes.

History: His parents moved while he was still in utero so he is the first generation to be born here. He graduated from the Naval Academy and went to see the world at the rank of Ensign. He advanced relatively quickly due to his good work ethic, understanding of the chain of command, and natural leadership ability. He is searching for what he claims is his rightful reward.

Personality: He is quiet and reserved most of the time, but warms up to people very quickly. Around friends he is liable to tell dirty jokes and enjoy himself. He has a minor phobia of water and hates getting wet.

History: He was raised in a white middle class family as the only child. When money was particularly tight he was walking through alleys when he overheard a Mayor hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. Unlike his family, who was content to work in a sleepy main town, he wanted to work in the city. He has been working here for the past few years.
