Description: This petite short man is perpetually holding a sweet of some kind. He is well dressed, but even with his fine clothing he looks run-down, marred by sweets. His hair is greying and his face has many wrinkles. He tend to wears goggles to shield his eyes.
Personality: He swings through moods quickly. One moment he is cool and collected, the next he is carried away by passions. His respect, as difficult as one would find it to earn, is unwavering; those who more than prove themselves to him, a bar set well above any reasonable standard, he tolerates in varying degrees. Though less modest and more hasty in his reactions to snap at those who irritate him, Dean is combative with any and all who dare try his patience in the slightest.
History: He served in the navy to pay for his family's outstanding loans. He went to a religious school and was inspired by the priests there in charitable deeds. He has made many enemies by not giving into corruption and outing many instances of it.
