He has the appearance of someone under the heavy influence of drugs.

Personality: His tongue was cut out and he uses sign language. He is skeptical of what others tell him and is slow to trust.

History: From birth he was tutored by a cruel and relentless mentor. Jocelyn was born on a far northern island where he grew up under the tutelage of his mother, an expert Spy. He's since become an addict/alcoholic.
