Personality: A rambunctious noisy drunk she knows how to make people feel guilty. To her fellows she is seen as friendly and intelligent, but is angry and unforgiving to the so called fatcats and any who do and have associated with them.

History: She was born in the west. In her 10th year, her parents were killed by a dire rats raid, leaving Cecily alone in the world. After a stint in an orphanage, she was adopted. She tends to her Bellfounder job now, and dutifully fulfills any obligations she has.
