Motivation: He'd like to take his coworkers down a peg; and he is being blackmailed/forced/etc and this influences his actions

History: Philomena was born with her mother's beautiful face. She graduated from the Naval Academy and went to see the world at the rank of Ensign. She advanced relatively quickly due to her good work ethic, understanding of the chain of command, and natural leadership ability. Recently she has begun working with bootleggers and crooks.
