As she has aged she has sought to do reparations for her actions as a youth. She is also making sure that her compatriots who never received punishment for their crimes are brought to justice.

Nurkara grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Nurkara. She routinely visits covens of witches but complains that many are fraudulent and lack true knowledge of magic.

Perhaps she's slightly insane, or otherwise so mentally alien to the rest of the world that she plain doesn't fit in.
