History: He was born several months after his father was called into army service. He graduated from the Naval Academy and went to see the world at the rank of Ensign. He advanced relatively quickly due to his good work ethic, understanding of the chain of command, and natural leadership ability. He remains aloof and afraid to be himself due to all the ideals others have placed upon him.

Personality: While he is on the job, he is grim and serious. He understands how dangerous the world is and the need to stay safe. Hugh enjoys physical pleasures, and is well known for his love of warm baths in the hot springs near the town.

History: From birth he was tutored by a cruel and relentless mentor. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Hugh grew up in the orphanage, tormented by the older kids and famished from lack of food.
