Personality: He is a pretentious jerk insisting that modern society is full of problems and should revert to a simpler time. As he has aged he has sought to do reparations for his actions as a youth. He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: He was born to loving parents in a slum to the west. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Ortegar grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Ortegar. He used his abilities to trick people and travel the world for free.
