Personality: He is a sleazy, sleazy guy. He has no qualms about using his powers of suggestion to get people to do what he wants. A true patriot, Percival would do anything for his country. He is fiercely protective of his fellow citizens and foreign allies.

History: Percival lived on a farm with his mother, near the main road leading to a nearby town. At a young age he wooed the heart of his future spouse and the two had a long relationship before they wed. Some 9 years later his spouse died after the birth of his daughter.
