Personality: A grumpy guy he will invite people to lunch so he can critique them. Yet he still seems generally likeable, like a lovable grump. He also has developed a complete distrust of the Mayor profession.

History: He was born in the north, but his parents moved at a very young age to the south. A few years later when the south was not economically sound they moved to his current location. After a long history of fighting, Efferil and his spouse have recently divorced.
