Motivation: He is being blackmailed/forced/etc and this influences his actions; and he has a rivalry with the church that dominates his actions

History: His history is one of pain. He was disowned by both parents and raised among the slaves his parents kept. When money was particularly tight he was walking through alleys when he overheard a Adventurer hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. He has dedicated himself to building a better trade route.
