He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: Born in the west his family was never financially stable. When money was particularly tight he was walking through alleys when he overheard a Bricklayer hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. He would ruin relationships and cause injury. He was reprimanded several times before being given his current form and forced to learn humility.

Motivation: Seeks redemption; and he is being blackmailed/forced/etc and this influences his actions
