After a stint in an orphanage, he was adopted. Due to his spouse's obsession with being a Mayor they were divorced and he won custody of their daughter. He worked as a Fortune-teller, and he later adopted a second daughter.

History: Born in the south to a Marshal, Heian learned a great deal about his mother's area of expertise. He worked as a nervous Marshal and found it very stressful. He has been saving his money to try and buy his brother's freedom.

Motivation: He is compelled to act according to his religious beliefs; and he'd like to take his coworkers down a peg
