Personality: He is extraordinarily eccentric. He has a taste for the finer things and spends a great deal of money on luxuries, some more exotic than others.

History: His parents moved while he was still in utero so he is the first generation to be born here. Rolf was born on a far eastern plains where he grew up under the tutelage of his father, an expert Navigator. He then took over the family business and is one of the better Navigator for hire.
