Personality: He acts crazy and hedonistic. He is however nostalgic and wants to reunite with his old comrades. He has some compunction and patriotism and will work for the government before all other clients.

History: Born in the south to a Ruler, William learned a great deal about his father's area of expertise. He helped his father out around the business and became quite the natural. He has achieved small success as a Ruler.
