History: Paggen was born the youngest of three triplets. Being born in the west, he completed his medical training abroad so as to avoid the war. He was a general practitioner in the west for years, until he, through no fault of his own, lost a patient who had a very powerful family. Rather than risk reprisal he made his way north. Due to his spouse's obsession with being a Cook they were divorced and he won custody of their daughter. He worked as a Carpenter, and he later adopted a second daughter.

History: His parents moved while he was still in utero so he is the first generation to be born here. Chay was born on a far southern plains where he grew up under the tutelage of his mother, an expert Layabout. He now spends his time doing works of charity.

Motivation: A rival would like him out of the picture; and he is being blackmailed/forced/etc and this influences his actions
