Personality: He is extraordinarily passive and rarely speaks, let alone speaks his mind. The occasional robbery is his preferred attention getting crime, but he mainly uses his means for meeting his own perverse desires.

History: He was born in a small mountains village. He graduated from the Naval Academy and went to see the world at the rank of Ensign. He advanced relatively quickly due to his good work ethic, understanding of the chain of command, and natural leadership ability. Recently he has begun working with bootleggers and crooks.

When money was particularly tight he was walking through alleys when he overheard a Layabout hiring some criminals to sabotage a competitor.
