During his early adolescence, he took a sudden opportunity while working the docks and commandeered a vessel that was left unmanned. He has built up a small fortune and can afford his own way.

Personality: His voice, at times compared to that of a Nymph, lambasts those who consider themselves "civilized" with snide, belittling remarks; the subtle growl he speaks with growing louder in doing so, one can find it most pronounced, despite the otherwise natural purity of his tone. He is very protective of his business, his home, and his spouse. He is willing to work with less than legal methods but maintains the front of legitimacy.

History: The child of southern immigrants he idolized his mother. In his 13th year, his parents were killed by a brigands raid, leaving Quarion alone in the world. After a stint in an orphanage, he was adopted. Recently he has begun working with bootleggers and crooks.

History: Kelter was raised in a hard working conservative environment. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Kelter grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Kelter. He became a Spy soon after.
