Description: A stocky lighter skinned man, he wears long strands of jet and short blue dresses (or suits) accompanied by the proper stockings and shoes, with gloves of varying lengths. He wears his black hair up in a very large beehive style do. His gray eyes are passionate and lively.

Personality: He runs his personal life as if detached from it. He organizes appointments and outings based on perceived benefits he will get from it. As he has aged he has sought to do reparations for his actions as a youth. He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: Ortegar was born in the east. At a young age he loved to build and create. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Ortegar grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Ortegar.
