He is the most sanctimonious self-righteous Halfling in existence. He can see the true alignment of people by looking at them, and uses this to pass judgement.

History: Fulbar was born the youngest of three triplets. Ostracized due to the arcane powers of his oldest sister, he and his siblings struck out on their own. In the process these unassuming Halflings became a terror of the countryside. When his spouse passed he lost his only source of income but claims to his daughters to still be retired.
