Personality: Overbrimming with self-confidence, Howard isn't afraid of most anything. He has a strong dislike to people who do not believe in Halfling unity. He cannot deal with unfamiliar people for more than a few minutes at a time and if they persist he will grow angry at them.

History: He was born blind and as such lacked many opportunities for work. His parents divorced when he was young, and his mother gained full cudstody. He was regularly beaten by his mother, who blamed him for driving them apart. He has built up a small fortune and can afford his own way.

Motivation: To clean up the streets; and he'd like to take his coworkers down a peg
