Description: A stocky darker skinned man, he wears well tailored suits and hats with beautiful decoration. He is almost always dressed for an outing in high society. He wears his golden hair up. His voice is smooth and creepy, always level, but somehow just slightly unnerving.

Personality: He is fixated on the number 11. He counts his steps and bites of food to keep in track with it. He seems to be used to being ignored and not questioned about it. A true patriot, Wiggens would do anything for his country. He is fiercely protective of his fellow citizens and foreign allies.

History: A powerful slaver made him what he is. He has chosen to use the inheritance that was left to him frivolously. He became a Animal Trainer soon after.
