He has the appearance of someone under the heavy influence of drugs.

Personality: He loves telling others what to do and how they should feel about things. He has the money to obtain near anything and knows that if you pay a man enough he will sell his own mother. Money is his most trusted friend.

History: He was raised happily, as a normal child born to his mother and father. His mother taught him the rudiments of the Spy arts, while his father instructed him in etiquette, music and courtly manner. He was an athlete and attended two major summer competitions. History: Born in the north to a Sage, Kipper learned a great deal about his mother's area of expertise. Through the years after Kipper was born, his mother became increasingly distant from his family, instead choosing to pursue power in the north. Kipper's mother didn't care for him much, and the feeling was mutual. He has set out to sabotage the competition.
