Motivation: He feels that his past leaves him morally obligated to help.

Despite his manner, he is extremely passionate and proud of his job, and he prides himself in being thorough and never missing a detail.

History: A child with a great deal of dancing talent his parents made sure he got the chance to thrive. When the war came and ruined his parents he was left adrift. He was a hard man then and has only learned to fight more as time goes on. He has set out to sabotage the competition.

Motivation: Find a way to reverse the transformation of his sister; and he is unsatisfied with his job

Perhaps he's slightly insane, or otherwise so mentally alien to the rest of the world that he plain doesn't fit in. He got away from his former life and has fallen to alcoholism.
