History: He was raised in a white middle class family as the only child. His parents divorced when he was young, and his mother gained full cudstody. He was regularly beaten by his mother, who blamed him for driving them apart. He has made many enemies by not giving into corruption and outing many instances of it.

His voice is smooth and creepy, always level, but somehow just slightly unnerving.

Personality: A rambunctious noisy drunk he knows how to make people feel guilty. He is fiercely devoted to his mother, and views his mother's ex-spouse as an evil person for separating him from his legal half-brother.

History: Efferil was born the youngest of three triplets. His first spouse was a Detective, they had one son, but his spouse won total custody. Without his spouse to temper him he grew out of control. Unlike his family, who was content to work in a sleepy main town, he wanted to work in the city. He has been working here for the past few years.
