Personality: He has a very dry and sarcastic sense of humor. He is not one for noise or eating so much, which is in direct contrast with his big mouthed big gutted partner. His partner is his best friend in the world. The two are very close despite being more or less each other's opposites. He is however nostalgic and wants to reunite with his old comrades. He has some compunction and patriotism and will work for the government before all other clients.

History: Kelter was raised in a hard working conservative environment. Since his father passed away years ago, his mother had doted on him, and he came to think her himself as special and better than other people in town.
