Personality: He swings through moods quickly. One moment he is cool and collected, the next he is carried away by passions. He takes great joy in being the best Carter in town.

History: Born in the north to a Carter, Manfred learned a great deal about his father's area of expertise. He was one of the best in his class, and was picked up by his current employer. He quickly showed his capability and was soon promoted to a head role. He has taken up work as a Carter and fed both sides of the war false information with the goal of increasing casualties.
