Description: This petite short man is perpetually holding a chocolate of some kind. He is typically in his Ruler uniform, marred by chocolates. He has a small bristly mustache and wavy golden hair. His fierce amber eyes like to dwell on things.

Personality: He is quiet and unassuming. He ignores others and carries on with his job unassumingly. The war was a terrible time for him, and Ûgakûga does not often speak of it. When he does, he does so with a strained expression and tears in his eyes.

History: He was born several months after his mother was called into army service. He sought a place where he would be rewarded solely on the merits of his skills. This search led him directly into Ruler work with an outfit from a few towns over. Ruler work suited him well, and with each successful project, he earned more gold and more respect from his peers. He tends to his Ruler job now, and dutifully fulfills any obligations he has.
