Personality: He is a Crown-heir first and foremost. He believes firmly that knowledge should be universal. The war was a terrible time for him, and Skirt does not often speak of it. When he does, he does so with a strained expression and tears in his eyes.

History: Skirt was raised in a hard working conservative environment. He graduated from the Naval Academy and went to see the world at the rank of Ensign. He advanced relatively quickly due to his good work ethic, understanding of the chain of command, and natural leadership ability. He tends to his Crown-heir job now, and dutifully fulfills any obligations he has.
