Description: A middle-aged man, he is well dressed, constantly wearing a grey suit, tan shirt, and grey tie, and is pretty ugly. His golden hair is greying along the sides and has receded to reveal a widow's peak. This amber eyed easterner is not easily forgotten.

Personality: Friendly and accommodating he would invite many more into his home than his spouse would be comfortable with if they did not express concern about it. He is always in debt, since he spends his money on lavish parties and gifts for friends

History: He was born to a criminal king-pin and mafia family His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Jocelyn grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Jocelyn. He would ruin relationships and cause injury. He was reprimanded several times before being given his current form and forced to learn humility.

Motivation: He is being blackmailed/forced/etc and this influences his actions; and he is a bit of a kleptomaniac
