Personality: A rambunctious noisy drunk he knows how to make people feel guilty. As he has aged he has sought to do reparations for his actions as a youth. He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: Hugh was born with his mother's beautiful face. He moved out east to avoid the crime he committed. Being a Ruler kept his interest for a while, but then he became depressed and bored. So he turned to a secret life of crime, taking increasingly more risks and challenges.
