Outside of the suit he wears clothing that is held on in multiple layers but all of it is in poor condition. He has styled his golden hair well, parting it to the right. He has a very pronounced jaw and large eyebrows. He wears rectangular glasses with silver brims.

Personality: He is curt in most of his responses. He prefers to keep his word usage to a minimum to avoid giving away unnecessary information. He is motivated by money and will often try and persuade people to work for cheap. He haggles over everything, upselling his goods and buying cheap. He is persistent in everything.

History: Theobald was raised in a hard working conservative environment. When money was particularly tight he was walking through alleys when he overheard a Mayor hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. He has drifted from career to career and currently works as a Mayor.
