History: He was born to a pair of big game hunters, but was frequently ill as a child. When money was particularly tight he was walking through alleys when he overheard a Masseuse hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. He has made many enemies by not giving into corruption and outing many instances of it.

Cecily was born on a far southern plains where she grew up under the tutelage of her mother, an expert Ruler. Due to her spouse's obsession with being a Carter they were divorced and she won custody of their daughter. She worked as a Ruler, and she later adopted a second daughter.

Motivation: Regain custody of her daughter; and doesn't want to be a ruler and was forced into it by her family

History: He was born in the east. He moved from fad to fad and when he turned 15 he discovered poetry. He has built up a small fortune and can afford his own way.
