History: Born in the east to a Carter, Cecily learned a great deal about her mother's area of expertise. When money was particularly tight she was walking through alleys when she overheard a Carter hiring some criminals to sabotage a competitor. She made her way to the other competitor and parlayed her knowledge into a job. She's also a talented Barrister, but doesn't like to broadcast it.
