Personality: Soft-spoken and well mannered, he has an amazing amount of patience and a slow boiling temper. His respect, as difficult as one would find it to earn, is unwavering; those who more than prove themselves to him, a bar set well above any reasonable standard, he tolerates in varying degrees. Personality: He is happy with his job as a Ruler. He turns his eye from what people do, preferring to live and let live. His home and work are filled with various knick knacks he has acquired through the years. He cares a great deal for his adopted teenage daughter.

History: Raymond lived on a farm with his mother, near the main road leading to a nearby town. When money was particularly tight he was walking through alleys when he overheard a Ruler hiring some criminals to sabotage a competitor. He made his way to the other competitor and parlayed his knowledge into a job. He ran away from his former home and has been making his living as a Ruler for the past few years.
