Personality: She barks her statements quickly and with little fuss. She prefers small words and is at her heart utilitarian. She is ready at a moment's notice to give into her darker urges. She is a real pyromaniac and does not care who the fire hurts. She often ends up burning people alive in the fires she starts.

History: She comes from a rich western family. Her parents died when she was young, and she was unceremoniously dumped in the city orphanage. Cecily grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Cecily.
