He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: He was born the only child of a wealthy merchant. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Hamil grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Hamil. Recently he has begun working with bootleggers and crooks.

History: He was born in the east, but his parents moved at a very young age to the north. Kelter was born on a far eastern plains where he grew up under the tutelage of his father, an expert Marshal. He left for the east, certain he would find work there.
