Perhaps he's slightly insane, or otherwise so mentally alien to the rest of the world that he plain doesn't fit in. He is untrained/undisciplined, which makes him dangerous.

History: Her parents moved while she was still in utero so she is the first generation to be born here. Through the years after Jarsali was born, her father became increasingly distant from her family, instead choosing to pursue power in the west. Jarsali's father didn't care for her much, and the feeling was mutual. She moves from town to town, unable to find a place to settle.
