Personality: He is extraordinarily passive and rarely speaks, let alone speaks his mind. As he has aged he has sought to do reparations for his actions as a youth. He is also making sure that his compatriots who never received punishment for their crimes are brought to justice.

History: Kelter was born with his father's beautiful face. His parents died when he was young, and he was unceremoniously dumped in the city orphanage. Kelter grew up in the orphanage, tormented by the older kids and famished from lack of food. To avoid death by starvation, most orphans take to a life of crime or prostitution (often both), and so did Kelter. He remains aloof and afraid to be himself due to all the ideals others have placed upon him.
