Description: A man with a friendly, welcoming air about him, he wears a white coat over a grey low-cut shirt, and a wide-brimmed hat upon his head. Sporting a red mohawk and bushy mustache this man's hair draws a lot of attention. His eyes are green and catlike.

Personality: He considers himself the perfect gentleman. He makes a point to always show proper etiquette and frequently critiques the etiquette of others. He tends to be very friendly, and is drawn to music, the smells of food and wine, and out-door festivals.

History: Wiggan lived on a farm with his father, near the main road leading to a nearby town. While he appears to be a normal Halfling, he's... not quite right.
