Perhaps he's slightly insane, or otherwise so mentally alien to the rest of the world that he plain doesn't fit in. He is untrained/undisciplined, which makes him dangerous.

History: The child of eastern immigrants he idolized his mother. As a young adult he joined a group advocating for an improvement in Halfling conditions. He's since become an addict/alcoholic.

Motivation: A strong sense of loyalty to Tabaxi people; and wants to have a good time and be beloved
