His partner is his best friend in the world. The two are very close despite being more or less each other's opposites. He takes great joy in being the best Ruler in town.

History: The child of eastern immigrants he idolized his mother. In his 13th year, his parents were killed by a dire rats raid, leaving William alone in the world. After a stint in an orphanage, he was adopted. He left for the east, certain he would find work there.
