Personality: She speaks before she thinks and is too direct. As she has aged she has sought to do reparations for her actions as a youth. She is also making sure that her compatriots who never received punishment for their crimes are brought to justice.

History: Her parents moved while she was still in utero so she is the first generation to be born here. Cloak was a troubled youth. She spent her days as a hard laborer instead of attending school, and spent her evenings with numerous mobsters and gang members. Cloak decided she wanted neither the life of her mother nor that of the evil petty criminals she associated with. During her early adolescence, she took a sudden opportunity while working the docks and commandeered a vessel that was left unmanned. Recently she has begun working with bootleggers and crooks.

Motivation: She will attempt to ambush and attack anyone she thinks she can take on alone and try to knock them out with non-lethal damage. If successful, she will try to sell them to her slave-trader contact.

History: She was born several months after her father was called into army service. Her family was being driven out of business by several neighboring competitors. The father sought out extralegal help and others began closing their doors. She saw this and took pride in her father's willingness to do anything to win. She used her abilities to travel the world and help people.

History: Trained by his mother for as long as he can remember he had it drilled in his head that it was his duty to serve his country. His childhood dream was to be a Banker, but he was a colossal failure. He has drifted from career to career and currently works as a Ruler.

Motivation: To end his boredom; and he seems to be bored by most things
