She has some compunction and patriotism and will work for the government before all other clients.

History: She served in the navy to pay for her family's outstanding loans. Her parents divorced when she was young, and her mother gained full cudstody. She was regularly beaten by her mother, who blamed her for driving them apart. She has dedicated herself to building a better trade route.
