Personality: He hates Dragonborns with a passion. As such he is filled with self loathing. He has zero loyalty and will suck up to whomever is within range, in the hopes of being moved to a better position.

History: He comes from a rich eastern family. Gargax was a troubled youth. He spent his days as a hard laborer instead of attending school, and spent his evenings with numerous mobsters and gang members. Gargax decided he wanted neither the life of his father nor that of the evil petty criminals he associated with.
