He has the appearance of someone under the heavy influence of drugs.

Personality: He can speak with the dead, and doesn't see much difference between the living and dead. Only to laugh say gotcha and shoot double pistol fingers at the fooled target.

History: Sold as a small child to a brothel owner, Krimmon was an assistant, and all too frequently test subject. He eventually earned his freedom when his former master disappeared. His parents enrolled him in a Monk school at a young age so that he could practice his psionic talents. He was granted psionic powers by his dying sister.
