History: He was a bastard born out of an affair, and his father always resented and mistreated him for it out of spite. He was an apprentice working in his father's forge. He has worked as a Mayor like his father before him.

Motivation: He wants revenge against drow; and he is unsatisfied with his job

Perhaps he's slightly insane, or otherwise so mentally alien to the rest of the world that he plain doesn't fit in. He was recently attacked on the road and savagely beaten by bandits.
