His partner is his best friend in the world. The two are very close despite being more or less each other's opposites. He is used to getting what he wants. In part because he is a meticulous planner.

History: William was born the youngest of three triplets. His parents enrolled him in a Ranger school at a young age so that he could practice his psionic talents. He was granted psionic powers by his dying brother.
