History: Cecily was raised in a hard working conservative environment. Her first spouse was a Stableman, they had one daughter, but her spouse won total custody. Without her spouse to temper her she grew out of control. She now owns her own business.

Personality: Quiet and reserved she prefers to listen than to talk. She will nod occasionally and communicate nonverbally. A true patriot, Ootah would do anything for her country. She is fiercely protective of her fellow citizens and foreign allies.
